Services
The Humane Society of Kitchener Waterloo and Stratford Perth is contracted by a number of cities and municipalities to provide animal by-law, animal control and sheltering services.
Our officers are municipal law enforcement officers empowered to enforce municipal animal bylaws. They can issue Provincial Offence Notices (tickets), summons to appear in court (charges), or designate an animal as potentially dangerous, restricted or prohibited.
HSKWSP is also contracted to provide licensing services for a variety of locations. For more details on licensing, please see our licensing page.

BARKING DOGS
Barking dogs are considered a noise violation, and are handled by municipal by-law enforcement. Call the appropriate number and state that you wish to make a noise complaint.
If you are experiencing a disturbance in the City of Waterloo and are looking to report a noise complaint, please call 519-747-8785.
Dog regulations
- keep your dog on a leash
- dogs over 12 weeks old must be licensed (find section above)
- pick up waste
- limit of three dogs per household
- the dangerous dog bylaw (PDF) relates to dangerous dogs and regulation of pitbulls
Cat regulations
Keep your cat or kitten in a manner that limits:
- offensive odours
- noise that may disturb others
- straying or roaming
- accumulation of feces
Fowl (including chicken)
- fowl is prohibited unless on land zoned for agricultural purposes, or if fowl was kept on residential property before April 27, 2009 and registered with the city
- the number of chickens owned at the date of the enactment may be maintained
- chickens cannot be relocated to a new property if the owner moves

BARKING DOGS
The Humane Society of Kitchener Waterloo and Stratford Perth is contracted to provide the following services for the Township of Wilmot:
- Animal By-Law and Animal Control Services (weekend and vacation coverage only)
- Injured or sick wildlife
- Animal Sheltering Services
- After Hours Emergency Service - Injured Domestic and Wildlife
- Dog Licensing (for adopted or returned lost dogs living in Wilmot)
Please note:
- The Kitchener Waterloo Humane Society also accepts stray cats if brought to the shelter. We kindly ask that you call ahead and arrange for a time to bring them in.
- The Township of Wilmot handles their own animal control and bylaw services. Should you have a complaint or question, please contact the Township directly.
